One observer from each of the three relevant ACs and one from each of MS regional groups (6 in total).

The role of the regional groups and the Advisory Councils as observers:

The Expert Working Group of STECF (EWG 15-05) will evaluate the draft joint recommendations for the demersal discard plans. The principal reason for inviting observers is to ensure transparency in the process. They are not invited as experts (which does not mean they they lack expertise) but simply to observe how the Group works and if requested by the chair, to provide clarification or add input on specific technical points as they may arise.

Finally just to emphasise as indicated above only one observer per regional group and one per Advisory Council can be accommodated. The secretariats of the regional groups and the Advisory Councils are to inform on who will be the respective representative. These nominated observers are required to do their individual registration (see below) and will receive an invitation letter. Those accepting this invitation are deemed to have agreed to comply with the protocol for observers (https://stecf.jrc.ec.europa.eu/adm-registration).

Please Note: Only those receiving an invitation letter to attend a meeting as observers will be granted access to the meeting. Registration Instructions

Deadline for the expression of interest to attend a meeting is 20 working days before the start of a meeting. Those experts who register after the deadline will be given lower priority depending on the number of registered participants and seats available.
The process for selecting participants for STECF meetings is as follows: the chairman, the coordinator the focal point and the STECF secretariat contact interested organisations and inform them of the upcoming meeting and invite suitable candidates to register their interest. As the meeting date approaches the secretariat takes the list of people who have registered and forwards it to the DG-MARE focal point, chairman and coordinator. The participants are chosen from the list based on their experience, but also in order to create a balanced group of participants (not too few, not too many) that covers the relevant geographical areas as well as areas of expertise. The list is published and an invitation letter is prepared. Only once an expert has received an invitation letter can travel be arranged.
